ERIC ADAMS UNVEILS NYC AID PLAN TO DELIVER MONTHLY CASH PAYMENTS TO NEW YORKERS
Adams’ plan would significantly boost the City’s existing Earned Income Tax Credit program to advance aid to more than 900,000 New Yorkers
Brooklyn, NY- In response to the financial crisis created by the COVID-19 pandemic, Brooklyn Borough President Eric Adams unveiled his NYC AID (Automatic Income Distribution) today to help struggling New Yorkers. Adams’ plan would significantly boost the City’s existing Earned Income Tax Credit program to advance aid to more than 900,000 New Yorkers, up to $4,000 dispersed per household over 12 months.

“New Yorkers are struggling and it’s critical that we get money into their pockets immediately to ensure they can pay for basic needs and keep their finances afloat through this crisis,” said Brooklyn Borough President Adams. “By using an existing City program that provides tax credits based on need, boosting payouts significantly, and advancing the payments in monthly checks, we can rescue those who are suffering and keep others from falling into debt and poverty.”
Adams’ NYC AID program will boost the City’s existing earned income tax credit (EITC) program, which matches federal tax return amounts to lower- and middle-income individuals and families, at 60 percent of the federal return for households making $30,000 or less and 30 percent for those earning between $30,000 and $50,000.
The match will be significantly more than the current 5 percent rate and will be paid in advanced monthly installments against next year’s return, as opposed to in one lump sum in 2022 when 2021 taxes are filed.
For example, a family of four with two children and two parents making $30,000 receives approximately $5,000 from the federal government through its EITC program. Currently, that family would receive about $250 from the City when they file their annual tax return. Under NYC AID, that same family will receive $3,000–and the return will be paid in advance, monthly. So instead of receiving $250 at the end of the next tax year, that household will receive $250 a month for 12 months, starting immediately.
“We need to expedite getting financial resources to New Yorkers who need help right now,” said Council Member Francisco Moya. “We already have a proven tax credit program that helps lower- and middle-income New Yorkers according to need—so it makes perfect sense to boost that program and turn it into a monthly income supplement that can help individuals and families take care of basic costs. I will be supporting the NYC AID plan in the City Council immediately so that New Yorkers don’t have to wait for help.”
“NYC AID will deliver immediate assistance to New Yorkers in need every month, no strings attached,” said Council Member Ydanis Rodriguez. “Because it is based on an existing program, hundreds of thousands of New Yorkers already qualify—they won’t even need to sign up. We must make NYC AID the law so that New Yorkers can start getting real help right now.”
“We need a worker-led recovery that starts with putting more money in the pockets of our city’s low-income working families,” said Council Member Ben Kallos. “Thank you, Eric Adams, for this bold and thoughtful proposal to bolster the earned income tax credit for our most vulnerable New Yorkers.”
“We are facing an extended fiscal crisis on top of the pandemic, and New Yorkers are at extreme risk,” said Council Member Laurie Cumbo. “New Yorkers need money to pay for basic expenses, and they need it now. The NYC AID plan will keep hundreds of thousands of New Yorkers afloat and pull hundreds of thousands more out of poverty. NYC need NYC AID.”
Adams’ NYC AID plan will also connect New Yorkers who need banking services to check accounts through the community banking network that Adams proposed as part of his 100+ Steps Forward for NYC proposals. Qualifying for NYC AID will also automatically pair households with HRA caseworkers who will follow up with struggling New Yorkers to help sign them up for other federal, State and local benefits they qualify for, including food and housing support.
Adams also proposed a version of NYC AID in his Real Recovery Plan released in June of 2020, in which he detailed an EITC increase for workers.
